OTTAWA The implosion of the Titan submersible that killed five people last month was an “extreme outlier,” according to the “Titanic” director and explorer James Cameron.

The Oscar-winning filmmaker spoke in Ottawa at the opening of a new exhibition of his own submersible the Deepsea Challenger, at the new Royal Canadian Geographic Society.

“This is an extreme outlier … we’ve been safe for half a century,” he said, talking about the recent implosion of the Titan submersible.

Cameron believes the Titan’s implosion was due to engineering issues and inadequate risk assessments and mitigation measures of the team.

“The thing about exploration is to know there’s always that X factor that you can’t control,” said Cameron, “so you manage every risk you can possibly conceive through assiduous engineering.”

The Canadian screenwriter said the researchers and the deep submergence community had over a half century of perfect safety with no incidents or deaths — even subs carrying tourists — until the Titan’s implosion.

“You don’t expect an implosion to happen because that’s what you spend all your time (doing) analysis and your computer simulations and everything else to prevent it, but they obviously didn’t do that. They didn’t approach it with that same rigour and discipline, unfortunately.”

Included in the dead aboard the Titan submersible was explorer Paul-Henri Nargeolet, whom Cameron described as a friend and a “legendary submersible pilot and Titanic explorer.”

OceanGate, the owner of the submersible has since ceased exploration and commercial activities.

Cameron highlighted that risks are not limited to faults of the vehicles but that everything that can possibly go wrong, from a fire contaminating passengers atmosphere, to a power failure should be considered as safety contingencies.

“It’s our responsibility as engineers to test, test, test,” said Cameron, “Don’t just guess that it’s going to work. The ocean is a very, very unforgiving environment.”

Official investigations on how the Titan submersible imploded are ongoing by researchers in Canada, the U.S., the United Kingdom and France.

Cameron also called for more regulations for undersea exploration. He said those regulations should be specific to vessels that are carrying passengers, and should be treated the same way as existing measures for boats or ships.

Cameron is known for films including “Titanic,” “The Terminator” and the “Avatar” movies. His exhibit titled “Pressure – James Cameron into the Abyss,” displayed at the Alex Trebek Theatre features the submersible he piloted solo into the deepest part of the Pacific Ocean.

In 2012, James Cameron became the first human to reach earth’s deepest abyss, diving 11,000 metres into the Mariana Trench.

“I wasn’t worried about the engineering, I certainly wasn’t worried about imploding, because we had tested everything. That’s how it should be,” Cameron told reporters.

MONTREAL – Quebec has completely lifted its ban on open fires in or near forests in the southern half of the province for the first time since May.

The Forests Department says 23 fires remain active in that region, known as the intensive zone, which includes towns as far north as the Cree village of Mistissini, about 550 kilometres north of Montreal.

None of those fires are considered out of control.

The department is still prohibiting all access to forests in the western part of the province’s northern zone, where wildfires are left to burn unless they threaten towns or critical infrastructure.

There are 11 wildfires considered out of control in that zone, which is sparsely populated.

Since the start of the fire season, more than 15,000 square kilometres have burned in Quebec’s intensive zone, and almost 30,000 square kilometres have burned in the northern zone.

HALIFAX – Organizers of the North American Indigenous Games ignited a sacred fire on Saturday, saying the rekindling of First Nations culture is at the heart of the sports competition.

“We set the goal at these games to have 50 per cent culture and 50 per cent sport, so we’re infusing cultural aspects into all aspects of the games themselves,” said games president George (Tex) Marshall in an interview after the ceremony.

The 2023 version of the games is taking place at venues in Halifax, referred to as Kjipuktuk, along with events at Millbook First Nation, near Truro, N.S., and Sipekne’katik First Nation, about 60 kilometres north of Halifax.

Sports include the traditional Indigenous sports of canoe/kayak, archery, and box lacrosse, as well as soccer, softball, swimming, volleyball, wrestling, beach volleyball, rifle shooting, golf, athletics, badminton, baseball and basketball.

Indigenous ceremonies will occur at each of the venues, said Marshall. “There will be smudging (with sacred smoke), there will be elders available to athletes for comfort and advice, and our signage will have our language (Mi’kmaq) displayed.”

However on Saturday, the bustling heart of the games was at the cultural village in downtown Halifax, where thousands attended to watch demonstrations of traditional woodworking, observe a handcrafted, birchbark canoe or enjoy a game of waltes — a Mi’kmaq dice game.

The games will bring together about 5,000 athletes, coaches and mission staff from more than 750 Indigenous nations across North America.

As the sacred fire was lit, two elders called out for their ancestors to enter the sporting competition of youths 13- to 19-years old.

“Our ancestors are always present, through smudging, sacred fires, sweats and ceremonies. They made themselves known through the strength of the fire, which was strong from the start,” said Marshall.

Nearby, a stage was prepared for an evening concert featuring current Indigenous artists, including standup comedian Clifton Cremo, a Mi’kmaw performer from Eskasoni First Nation in Cape Breton.

Marshall said Halifax won the games in part due to its size, as he promoted it as being large enough to provide good facilities, but small enough to ensure the games featured prominently in the city while they were underway.

As he spoke, the Halifax commons filled with families curious about the various demonstrations and displays.

Outside the cultural village’s meeting tent, Ernest Johnson, an 82-year-old resident of Eskasoni First Nation in Cape Breton, showed how he uses a razor-sharp plane to shave off pieces of ash that are then crafted into wooden flowers.

He also told those gathered around him how he uses bark to make tea, and explained how certain types of poplar can be used to provide remedies for headaches.

“I have some of that in my yard,” exclaimed one surprised onlooker. Johnson replied, “You don’t need expensive, high-end stores to provide for you. It’s all there for you. You just have to learn it.”

He said in an interview after the demonstration that he wants to provide city dwellers with an alternative vision of the value of wood.

“When we see an opportunity to rescue wood, we do that,” he said, showing how he turns a piece of ash into a clapper-style percussion instrument — known as Ji’gmaquan — to be used with dance and song.

Maureen MacMullin, a former music teacher, listened to Johnson’s talk, saying it was learning experience.

“The way he looks at wood, he refers to it as ‘a gift’… It’s nice to hear of the traditional ways. I appreciate it so much,” she said.

“So many people are coming here and learning.”

Fiona Kirkpatrick Parsons, the games chair, said in an interview that she believes the prominence of the cultural activities amid the sports competition stems from a renaissance within First Nations.

“It was really only in recent history that we could practice our culture, whether it be our spirituality or ceremonies, our dance, our songs. All of that was forbidden for so long,” she said.

“I feel like my ancestors are saying, ‘Look, we didn’t suffer for nothing. It’s time to take it back.’ It’s time to take back who we are and bring that forward not only for ourselves and for the future generations, but for everyone that that we touch, all peoples.”

After Meta announced its move to block Canadian news on Instagram and Facebook, numerous Canadian institutions and companies have suspended advertising on its platforms.

Meta and Google threatened to block news content from Canadian publications in response to the passing of the Online News Act (Bill C-18), which would force the tech giants to pay newsrooms for linking to their content — or face financial penalties.

A number of news publishers, including Torstar, the parent company of the Toronto Star, lobbied for the bill, which became law in late June.

It could take six months for Bill C-18 to come into effect.

Meta said it will enact its changes sometime before the law comes into force, while Google will move forward with its promise of a news block around the time the law comes into effect.

Meta’s ban appears to already be solidifying — impressions from the Star’s official Facebook page fell by almost 50 per cent last month, for example, while outlets like the Tyee say they’re blocked from posting news stories in general. In the lead-up to the bans, Canadian governments, publishers, companies and institutions have announced they’re suspending advertising on Meta’s apps — though few have targeted Google, as the search engine has been open to negotiate.

Almost two weeks after Meta’s announcement, the federal government of Canada said it will stop running ads on Facebook and Instagram, but not Google as the company “has been open to finding a solution,” Heritage Minister Pablo Rodriguez said at the time. Between April 2021 to March 2022, Ottawa spent over $11 million in advertising on the two platforms.

That same day, the province of Quebec and several of its major cities followed the federal government’s lead in suspending advertising on Facebook. The move was made “in solidarity with the media,” said Quebec Premier François Legault on Twitter. “No business is above the law.”

The cities of Montreal, Quebec City, Gatineau, Laval and Longueui have all ceased advertising. Montreal mayor Valérie Plante tweeted: “Meta’s refusal to share journalistic information is very concerning. Access to verified and quality information is essential.”

Later on Wednesday, the University of Montreal said it will “significantly reduce its advertising on the social media platforms Facebook and Instagram” and that all ads except those “essential to the recruitment and admissions process” will be paused indefinitely “in solidarity with the media.”

The government’s actions were followed by news publishers vowing the same. On July 5, CBC/Radio-Canada announced they were suspending advertising on Facebook and Instagram. “We join other Canadian media organizations that are calling for Canadians’ access to news — all news, from all outlets, both public and private — to be protected,” it said in a news release.

The same day, telecommunications company Cogeco declared it would withdraw its advertising investments in Meta and called on “all levels of government to follow suit and temporarily stop investing in advertising on Meta,” it said in a news release. The company’s subsidiary, Cogeco Media, owns 21 talk and music radio stations across Quebec.

Around the same time, media and telecommunications company Quebecor followed suit in pulling advertising from Facebook and Instagram. “Any move by Meta to circumvent Canadian law, block news for its users or discriminate against Canadian media content on its platforms, through its algorithms or otherwise, cannot be tolerated,” it said in a release.

Torstar — the parent company of the Toronto Star and Metroland — has said it will also pause advertising on Facebook and Instagram.

“We vigorously object to Meta’s unprecedented plans to block our content on its platforms in protest against the federal government’s Online News Act,” Torstar CEO Neil Oliver said. “This affects all the communities that we serve and the vital role that we play in keeping them informed.”

Bell Media president Wade Oosterman said: “As Meta continues with its plan to block Canadian news content from its digital platforms, we are immediately pausing our advertising on Facebook and Instagram.” Bell Media’s news outlets include CTV News, CP24 and French-language television network Noovo.

Unifor, a union that represents over 10,000 media workers across broadcast and print journalism, has also suspended advertising on Facebook and Instagram and calls on “all provincial and municipal governments” to follow Ottawa and Quebec’s lead. “The one way to push back against a bully is through solidarity,” Unifor National President Lana Payne said in a release.

“Unifor is calling on governments and major Facebook ad buyers to band together in support of Canadian journalism and give local news a fighting chance in this country,” she said.

HALIFAX – A child is in hospital with serious injures after being struck by a van while crossing the street in Halifax.

Police were called to the intersection of Gottingen and Uniacke streets shortly before 7 p.m. Wednesday for reports of a pedestrian being hit by a vehicle.

Authorities say a girl was on the Gottingen Street crosswalk when she was struck by a van.

Police say the child was rushed to hospital in serious condition, while the 35-year-old female driver was not injured.

Members of the Patrol, Accident Investigation Section and Forensic Identification Section have taken control of the case, and it is unknown if charges are pending.

Anyone with information on the collision is asked to contact police.

The CEO of a group advocating for Canada’s universities says the country’s post-secondary institutions will be re-evaluating both security and inclusivity initiatives in the wake of a triple stabbing at a Ontario university that police allege was motivated by hate.

Philip Landon of Universities Canada says universities are asking themselves in the wake of the attack how to best address the polarization seeping into institutions that have historically addressed difficult topics head on.

He says that while universities are diligent about campus security, they are also having discussions on what they can do to ensure openness and inclusion so ideas can be expressed and debated in a non-threatening environment.

A professor and two students were injured in a stabbing during a gender issues class at the University of Waterloo late last month – police allege it was a planned act motivated by hate related to gender expression and gender identity.

The University of Waterloo says it is reassessing its security systems in partnership with community groups to ensure non-discriminatory campus life in the wake of the attack, and the University of Toronto says it has been increasing awareness of its various security programs.

Waterloo Regional Police have charged a 24-year-old recently graduated student in the stabbing.

EDMONTON – A motorcycle rider has died after police believe he crashed into a moose east of Edmonton.

RCMP say they received a call early Saturday about a man down on Highway 16, a little over 20 kilometres east of the provincial capital.

Police say they arrived to find the man, who was believed to be in his 60s and from Edmonton, deceased.

They say their initial investigation revealed that the motorcycle struck a moose, which was also discovered to be dead at the scene.

Police say speed is not considered to be a factor in the collision and road conditions at the time were clear and dry.

The man’s body has been taken to the Medical Examiners office for an autopsy.

HALIFAX – With uncertainty looming over Halifax’s Pride parade this year, smaller communities in Nova Scotia are stepping up and opening their doors during what some say is a pivotal time for LGBTQ rights.

Lunenburg County Pride is hosting the first-ever Pride parade in Bridgewater on the province’s South Shore on Sunday.

The parade will be followed by two after parties and a week of events for all ages, including a senior social, flag raising, drag queen story time, comedy night, movie night, dog show and drag show and dance.

Lunenburg County Pride chair Steve Ellis says the parade has about 40 entries and will likely last about an hour.

He says with the Halifax Pride parade up in the air, organizers of the Bridgewater parade are encouraging people to make the roughly one-hour trek from the city to the South Shore event.

The Halifax Pride parade is slated to take place on July 23, yet a lack of communication from parade organizers and the abrupt cancellation of a community information meeting last week has cast doubt on whether it will go ahead.

The uncertainty in Halifax comes as Pride organizations across the country face increasing threats, while anti-LGBTQ protesters have come out to oppose events such as child-friendly drag performances — including in Kentville, N.S.

Lunenburg County Pride has been working closely with local police and the town to ensure the safety of all parade organizers, participants and attendees, Ellis said.

“We are cognizant that some people within our community view that as controversial given that some pride parades have asked police not to attend,” he said. “But for us, this is our first parade. We’re in a rural area. We know the climate that we’re currently in and we wanted to have that protection.”
